Ambassador Artis Bērtulis holds a degree in physics from the University of Latvia and a post graduate in international affairs from the Royal College of Defense Studies.
The ambassador’s diplomatic career began in 1991 under the newly independent Latvian Parliament by joining the Foreign Affairs Committee and thereafter joining the Latvian Foreign Service in 1993. Ambassador Bērtulis was the Foreign Affairs Adviser for the Prime Minister of Latvia in the year of 1994 and was the adviser to the Minister of Foreign Affairs until 1998.
For the years of 1998 – 2001 and 2005 – 2007 His Excellency was the Head of State Protocol. He held the post of Ambassador of Latvia to Sweden (2001-2005), to Portugal (2007-2011), to Italy (2013- 2018) and was a non-resident Ambassador to Brazil (2008-2011), Albania, Malta and San Marino. He is a permanent representative of the Food and Agriculture Organization of the United Nations.
During his time as the Director General of the EU affairs at the Ministry of Foreign Affairs (2011 - 2013), Ambassador Bērtulis along with the Prime Minister of Latvia worked to introduce the utilization of Euro Currency to the country.
